Mini marathon race conducted on the eve of IWD
AALO, Mar 07: A mini marathon race for women was conducted by the West Siang unit of Arunachal Pradesh Women Welfare Society (APWWS) on the eve of International Women Day at Aalo today. The 3 km race starting from Crusher Point at Hissam Colony to Donyi Polo Dere was flagged off by Marbom Bagra, President, APWWS Aalo unit, amid cheer and applause.
Altogether 85 women took part in the marathon race. Yasang Pabin, Jumri Ori, Doi Ado Ngomdir, Rekha Ngomdir and Henni Ete came first, second, third, fourth and fifth respectively. SBI donates PC to AoL school
ITANAGAR, Mar 07: In another reaffirmation of its commitment to develop the social sector in Arunachal Pradesh, the State Bank of India (SBI) donated a desktop computer to Sri Sri Ravishankar Vidya Mandir (SSRVM) Itanagar. The computer was donated to the school as part of SBI’s CSR programme. The Assistant General Manager (AGM), SBI Itanagar Branch J Hajowary handed over the computer to school Principal Susmita Shome at a brief function held in the school on Friday.

CCPDA appeals for calm

Pol parties urged not to deface public properties
YUPIA, Mar 07: Papum Pare Deputy Commissioner cum DEO Tai Kaye today issued an order informing all the political parties and the contesting candidates and their agents in the ensuing parliamentary election 2014 that under model code of conduct of the elections that “No one can make use of any individual’s land, buildings, compound walls etc. without his/her permission for erecting flag, staff putting up banners, pasting notices or writing slogans etc”.
Under the provision of section 3 of the Arunachal Pradesh Prevention of Defacement of public property Act, 1997, defacement of any public property in public view by pasting pamphlets, posters or writing or making with ink, chalk and paints and any other materials is a punishable offence. All the concerned persons are also urged not to commit above offence.
It also stated that if any political parties or contesting candidates or their party members, supporters is/are found including in such activities; it will attract the Model Code of conduct of Elections in addition to the punitive provisions of the Arunachal Pradesh Prevention of Defacement of Public Property Act, 1977. Assembly dissolved in the greater interest of state, says Chief Secretary

ITANAGAR, Mar 07: Chief Secretary Ramesh Negi today informed that legislative assembly was dissolved only in the interest of state. While speaking to this daily, Negi stated that the state will save massive amount of money by holding assembly and parliament election together.
“Holding election has its own financial implications. Adding to it, we cannot afford to be under model code of conduct for next six month as it will directly stop developmental activities. If both Lokh Sabha and assembly election is held simultaneously, we can avoid this situation and concentrate in moving ahead,” said Negi.
CS further said that recommendation for holding of simultaneous election has been forwarded to election commission of India and it is upto them to fix date.
“Government is well prepared to hold both the election and we will abide by whatever decision ECI takes,” says Negi.
On being asked whether state is going through financial crisis, he said, “We have to understand that managing finance in a state like Arunachal is never easy. We always had some liability and we are trying to manage it. Here everything costs more due to geographical issue. High cost of item leads to cost escalation of projects and therefore it becomes tough to manage finance. However this has got nothing to do with dissolving of state assembly.” The CS also clarified that Chief Minister and his council of ministers will continue to function till new government is instilled. “Even though they cannot take political decision, the council of ministers will carry on to discharge their regular duties,” says CS.

Refusing to divulge any information in this regard, SDPO Itanagar Jummar Basar however expressed hope that the police team will make a breakthrough in the case soon.
Meanwhile, Chief Minister Nabam Tuki expressed grave concern over the reported abduction of Doli Nyodu, Chief Executive Officer, Arunachal Rural Research Development Agency (ARRDA) under RWD by unknown persons last evening. Early this morning, he convened a high level meeting of the Chief Secretary, Home Commissioner, DGP and other top ranking officials and took stock of the situation.
While condemning the reported kidnapping of the government official, the Chief Minister directed extensive search operation by the security forces. He said all out efforts would be put in with men and machinery including security inputs to trace the ‘missing’ official.
“The Government is committed to provide safety and security to the people and no stone will be left unturned to trace the official and materialize his safe release,” he said.
Meanwhile, the Chief Minister appealed the ‘abductors’ to safely release the official on humanitarian ground immediately.

Congress leader Techi Kaso described the abduction as unfortunate and appealed for immediate and safe release of the CEO. ‘Kidnapping of an officer will not solve any problem. Matters can be sorted out across table,’ Kaso said in a statement, adding such activities would send a wrong message about the state. ‘Instead of causing more agony to the family members, Nyodu should be released hale and hearty at the earliest,’ Kaso added.
Meanwhile, several organizations of the state appealed for safe and early release of Nyodu. Confederation of Service Associations of Arunachal Pradesh CoSAAP) in a letter to the chief secretary has appealed for safe trace of the kidnapped SE. It said, explore every possible effort to trace out the kidnapped officer.
Saying that during the month of March, all Govt. departments are under constant pressures from supply work seekers and sometimes employees are often harassed, it sought adequate security personnel in the Govt. departments throughout the state during the month of March.
Further urging the individuals/groups responsible for the kidnapping for early release of the officer on humanitarian ground without causing any harm, it asked all the organization to cooperate with state police and administration for immediate tracing out of the kidnapped engineer.

The Arunachal Pradesh Engineering Service Association (APESA) in its emergency meeting held today strongly condemned the reported kidnapping incident. It urged upon the district administrations and police to unearth the mystery behind the incident and nab the culprit within 48 hours, failing which the association shall resort to democratic protest.
Further the Association fervently appeals to the abductor(s) to release the officer unconditionally in good health.
The shocking incident of abduction of Er. D. Nyodu by unknown miscreants has shattered the working atmosphere of various works department during the crucial financial year ending month, the Association said adding the incident has crippled the working zeal of engineering fraternity in particular and Govt. employees in general. Such type of dastardly act of miscreants needs to be condemned in all level and by all sections of the society, it added.
Er. D. Nyodu has been serving in the department efficiently and had a splendid professional track record who had contributed a lot for the development of the state, the association said.
Arunachal Unemployed Engineers’ Association (AUEA) in a release while saying that the DIG and SP must chalk out proper strategies to nab the culprits warned that if the kidnapped officer is not traced out immediately would resort to democratic movement.
All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) while urging for early arrest of the miscreants involved urged upon people not to bail out the miscreants if arrested till the main conspirator is arrested.
While condemning the act of kidnapping, the All Arunachal Pradesh Tribal Union (AAPTU) requested state government to take bold steps for release of the officer within 48 hours and to handover the case to CBI for proper investigation.
Expressing shock over the incident, All Ato Paktu Ao Welfare Society also appealed to the state Govt and its machineries to trace out Er. Doli Nyodu immediately.
Meanwhile, Paktu Ao Youth Welfare Association (PAWYA) and All Galo Students’ Union (AGSU) strongly condemned the kidnapping of senior officer. Both the organizations appealed to the state Govt to ensure safe release of Nyodu and also appealed to the person involved in kidnapping case for safe release of the officer on humanitarian ground.
Expressing shock over kidnapping of dedicated and sincere officer, the organizations said that the kidnapping incident that too from the heart of Capital shows the total failure of law and order in the state.
The Arunachal Civil Society (ACS) also expressed its concern over increasing law and order problem in the state, especially in the capital complex, and recent abduction of a govt servant, D Nyodu. Calling for immediate release of the CEO, the ACS condemned the incident in its strongest terms and urged the concerned authority to immediately nab the culprits and award exemplary punishment to those involved.
1st phase of election training for polling personnel held at Roing
ROING, Mar 07: With an effort to equip the polling personnel with latest poll guidelines, polling procedures and materials, 1st phase of training was imparted to the polling personnel at Multipurpose Community Hall here today.
While imparting training as a resource person, Sandeep Kumar Singh, Assistant Commissioner cum SDM, Roing asked the polling officers and officials present to strictly adhere to the model code of conduct as it is enforced with the announcement of polling date. He said that the ECI has zero tolerance when election is concerned and there is no room for excuse or negligence on the part of the Govt. employees in election duty.
While briefing about the duties of presiding and polling officers before the poll, on polling day and after poll and various do’s and don’ts regarding the EVM through power point presentation, he also explained about the NOTA, VVPAT (Video Presentation), Tender Votes, Challenged Votes and filling up of various forms during the polling day. He also informed that the conduct of mock poll before the beginning of actual poll is a must to ascertain that the EVMs are working properly but one should not forget to press the clear button of the control unit before it is sealed and before the beginning of actual poll.
Demonstration on how to make the sitting arrangement of presiding and 3 polling officers in the polling booth were also conducted during the training.
During the training the role/function of Micro Obervers, Sector Officer/Zonal Magistrate were also briefed besides explaining about Postal Ballot Paper/EDC, Model Code of Conduct and adjournment of poll through power point presentation. Videos on sealing of EVMs were also presented during the training. In the day long training programme, Tage Tado, PD (DRDA) and Mori Riba ,DFO (T) also participated as resource persons.
Meanwhile, with the announcement of the Lok Sabha Election 2014 by the Election Commission of India, Deputy Commissioner cum District Election Officer of Lower Dibang Valley District Shiv Kumar issued series of election related orders considering it expedient and necessary for the general public as well as for the political parties for smooth, free and fair and peaceful conduct of the General Election 2014 in the district.
In order to maintain law and order, peace and tranquility during the election period effectively, the District Magistrate Shiv Kumar has directed all arms licence holders of 42nd Dambuk and 43rd Roing Assembly constituencies to deposit their arms along with the licence to the respective Police Stations of their areas in accordance with Sec. 21 of the Arms Act 1959. It further asked to deposit the arms within a period of 15 (fifteen) days from the date of issue of the order and the same shall be returned to the licence holders after two weeks from the date of declaration of results.
DEO also issued an order to all the political parties stating that no Govt buildings and Govt Walls shall be used for affixing of posters/pamphlets and hoardings. They shall also obtain prior permission/approval for use of speaker and holding any party meeting. Violation of these orders shall tantamount to violation of Model Code of Conduct, the orders further stated. Citing the instructions and restrictions of the ECI in regard to printing and publication of election pamphlets, posters, etc. governed by the provisions under Section 127A of the Representation of the People Act 1951, DEO Roing has issued one more order saying that no person shall print or publish, or cause to be printed or published, any election pamphlet or poster which does not bear on its face the names and addresses of the printer and publisher thereof. Awareness workshop on importance of public library held
AALO, Mar 7: In its constant endeavor to generate awareness on the importance of public library and promote reading habit among the students, an awareness workshop on importance of public library was held at Gumin Kiin yesterday. The workshop was organized by District Library Aalo in collaboration with Public Library Itanagar.
Addressing the gathering Aalo DFO Nyali Ete said that the reading habit developed in the formative years alone enhances writing and communication skill to face the challenges of present day competitions. He exhorted the student community to go through treasure troves of books, anecdotes, magazines, journals available in the library that can fine tune the knowledge of children to imbibe all self confidence measures.
Speaking on the occasion, Aalo EAC Tumge Loya expressed his concern on the growing teenage problem and stressed on parental role to control and guide their children towards the right direction. BJP opposes simultaneous elections in state
ITANAGAR, Mar 6: The Bharatiya Janat Party, Arunachal Pradesh today opposed the state Govt’s recommendation for the simultaneous elections of Assembly and Lok Sabha in the state and termed it unconstitutional and against the spirit of the democratic norms, the party said.
The term of the State Assembly will expire on 4.11.2014.
In a letter to the Chief Election Commissioner, the BJP state unit said “As per the provisions of the Representation of the People Act, 1951 Section 15 the elections can not be notified at any time earlier than six months prior to the date on which the duration of that Assembly would expire”.
Pointing out the communication bottleneck of the state due to geographical condition, the BJP said “the people of Arunachal and political parties other than the party in power will be denied of minimum time of participation in the election in a free and fair manner under such given circumstances.
It also feared that the party in power is likely to rig and hijack the entire election process thereby depriving the right to adult franchise as enshrined in the Constitution.
Further, any possible shift of “voting date” may not be feasible for the climatic and weather conditions of the state, the BJP said.

Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma yesterday announced the dissolution of the assembly after accepting the recommendation of the state cabinet which demanded holding of state elections along with Lok Sabha polls next month.
Lok Sabha elections for the two seats in Arunachal Pradesh will be held on April 9 and EC is deciding whether to hold the assembly polls on the same or different dates.

AAPSU and GSU in a joint release demanded immediate release of the abducted engineer. While urging the state caretaker government to put all out effort for safe return of D Nyodu, AAPSU demanded that the abducted engineer be released within 48 hours safely. It threatened to resort to bandh calls in collaboration with GSU if the Govt fails to fulfill its demand.

Shaving the hills clean: Inviting catastrophe?

The food habits of the tribal people of Arunachal Pradesh have changed but strangely their practice of the annual agriculture cycle has not changed. In my district Tirap millet and kochu were once staple diets but today, they are no longer savoured as main food. But ironically, they are still cultivated in large scale. The archaic and utopian agriculture cycle they follow is the same even today. They first slash the jungles in their jhumland, burn them and sow the seeds they no longer treat as their staple diet. I believe the practice is the same in most of the places in our state. Since the topography consists of hilly terrains in most parts of Arunachal Pradesh, the people have no other choice but to practice jhum cultivation. Only in a few pockets of the state the permanent wet rice cultivation is practiced. Wherever I travel in our state especially during January and February, it pains me to see dark smokes billowing from the hills, mountains and valleys signaling the wanton destruction of our virgin forest. We must admit that jhum or shifting cultivation is by far the most destructive and unproductive practice. The labour is enormous but the yield from the jhumland is very meager not enough to sustain even for some months. Lesser said about the tremendous damage caused to the environment and the fragile ecology of the state. In Longding district where the villages are huge, the villagers clear the whole hills or mountains every year for jhum cultivation. Little wonder then the hitherto lush green hills and mountains appear bald and ugly bereft of any plants. The after effect of such a wanton destruction is apparent with acute scarcity of water, permanently destroying the soil fertility and shortfall in rain.
Now, the pertinent question is, what are the concerned departments doing? Where is
the missing link? Are there no sufficient funds to introduce viable alternatives
to the destructive and unproductive jhum cultivation? Why have the departments failed
to change the static and stereotyped mindset of the people? Why have they failed
to motivate the farmers? Why they have not been able to transfer the modern technology
to the villagers who are stuck up with the obsolete methodology of tilling their
fields. There are Krishi Vigyan Kendras in many places of our state manned by very
competent and qualified scientists. But have the villagers actually benefited from
these Kendras? In every meeting and conference I hear all the people who matter shouting
at the top of their voices saying that agriculture and horticulture are the future
of our state. They tell the gullible people that only agriculture and horticulture
are the answers for lifting the economy of the people. But paradoxically, nothing
is happening on the ground. People are still destroying the forest with disdain and
the laws if any are being defied with impunity. I remember that in the 70s the NEFA
administration introduced terrace cultivation wherein both the villagers and the
officials made good money. But the real purpose was not served. After the terraces
were dug, the officials did not guide the farmers properly. The villagers started
sowing millet seeds on the terraces instead of planting paddy as a result the millet
got spoiled as it does not grow in a place where there is stagnation of water. Soon
the villagers started refilling the terraces and things came back to square one.
Imagine, had the officials guided the farmers correctly at that time, terrace cultivation
should have been the most preferred practice of cultivation in Tirap. In Nagaland
it’s a great success. If the government is indeed serious about improving the economy
of the state then it must allocate more funds for agriculture and horticulture. Mere
lip service will not help. These two vital departments need more funds than PWD,
RWD, PHED, WRD, POWER and other work departments if the government is indeed serious
about bringing about a complete overhaul vis-

Big gamble by ruling Congress
In a decision which surprised everyone, state cabinet chaired by Chief Minister Nabam Tuki yesterday recommended dissolution of the Assembly demanding holding of state election together with Lok Sabha polls. Based on the cabinet recommendation, Arunachal Pradesh Assembly was last night dissolved by Governor Lt Gen (Retd) Nirbhay Sharma. This event comes as big surprise because just few days ago only, Tuki dropped three sitting cabinet minister and inducted new faces to replace them.
Chief Minister Nabam Tuki has taken biggest gamble of his political career by going for early election. If Congress manages to come back with stronger mandate, it will tighten his grip over party. However, if Congress loses and opposition parties forms next government, Congress party will suffer severe setback in Arunachal which is considered to be their bastion. The sudden decision of dissolving assembly has caught opposition parties off guard. Principal opposition BJP today wrote to election commission, opposing the holding of two elections at one go. It will be interesting to see whether election commission of India accepts recommendation of state cabinet and hold assembly election simultaneously with Lokh Sabha.

Undemocratic to dissolve assembly
Dear Editor,
Dissolving Assembly so early is murder of democracy. The government adopted “undemocratic” norms in dissolving assembly by undermining the will of the people of Arunachal Pradesh. The way assembly was dissolved showed how democracy could be killed in a broad day light. The holding of assembly election so early before schedule date and seven months ahead is undemocratic.
The cabinet decision to dissolve assembly and holding assembly election simultaneously with the Lok Sabha polls was designed to prevent the upcoming generations from contesting very important election of the state and to regain their cabinet berth at any cost. This is not less than dictatorial government. This is absolute corruption. In this way the entire corrupt politician would regain their constituencies and the whole generations of youth would go in a big black hole. Now is the time to fight and change our system, where everyone will enjoy equal rights. It’s now or never to save our society from these evil forces.
