Mini marathon race conducted on the eve of IWD

AALO, Mar 07: A mini marathon race for women was conducted by the West Siang unit of Arunachal Pradesh Women Welfare Society (APWWS) on the eve of International Women Day at Aalo today. The 3 km race starting from Crusher Point at Hissam Colony to Donyi Polo Dere was flagged off by Marbom Bagra, President, APWWS Aalo unit, amid cheer and applause.

Altogether 85 women took part in the marathon race. Yasang Pabin, Jumri Ori, Doi Ado Ngomdir, Rekha Ngomdir and Henni Ete came first, second, third, fourth and fifth respectively. The prizes for the winners and consolation prizes to all participants will be given away on International Women Day. DIPRO

 

SBI donates PC to AoL school

ITANAGAR, Mar 07: In another reaffirmation of its commitment to develop the social sector in Arunachal Pradesh, the State Bank of India (SBI) donated a desktop computer to Sri Sri Ravishankar Vidya Mandir (SSRVM) Itanagar. The computer was donated to the school as part of SBI’s CSR programme. The Assistant General Manager (AGM), SBI Itanagar Branch J Hajowary handed over the computer to school Principal Susmita Shome at a brief function held in the school on Friday.

Addressing the students, Hajowary highlighted how the advent of computers has changed life and emphasized the need for computer education from the young age. He also explained the rationale behind SBI’s CSR initiatives and educated the young children about the bank’s long and illustrious service to the nation.

 

CCPDA appeals for calm

ITANAGAR, Mar 07: Capital Complex Petroleum Depot Association (CCPDA) today informed that oil tankers have resumed normal service and from tomorrow onwards oil stock will be available in all the petrol depots of capital. Association further appealed public not to panic and unnecessary cause traffic jam around petrol depots.

 Meanwhile according to report, this evening around 6 PM miscreants once again threw stones at oil tankers at Emchi village near Doimukh, when they were coming back after supplying oil in various depots of capital.

When contacted Doimukh PS Officer in charge informed that police have identified the attacker and arrested two youths in this connection. He also informed that Doimukh police is providing escort to the oil tankers and there is nothing to worry.

 

CS calls for foolproof security measures

ITANAGAR, Mar 07: The Chief Secretary Ramesh Negi in a meeting held at Banquet Hall today directed the IGP that extensive round-the-clock patrolling, especially during night hours and extensive checking of the vehicles should be done by the police to prevent carrying of cash and weapons by anti-social elements. The meeting was attended by all the Commissioners/Secretaries & HODs of various departments of the state government. The main objective of the meeting was to sensitize all the senior officers of state government regarding the implementation of the Model Code of Conduct (MCC) in the light of ensuing parliamentary elections to be held in April-May 2014.

During the meeting, the Chief Secretary informed that due to the implementation of MCC, no new schemes/programme/projects etc. can be started and no fresh tenders would be issued by any of the departments of the state government. He also emphasized that no fresh Administrative Approvals etc. shall be given by the HODs till the MCC is in force.  The Chief Elector Officer (CEO) present in the meeting informed all present that the copies of the MCC have been already sent to all the ROs/AROs and they have been directed to inform all the political parties/contesting candidates about the same, according to an official release.

 

Election Flying Squad in Lower Subansiri formed

ZIRO, Mar 07: A meeting of all administrative officers and sector cum zonal magistrates appointed for the Lok Sabha elections was held in the chamber of the Deputy Commissioner, Lower Subansiri District today. Flying squads for all the three assembly constituencies were also formed. The officials appointed as flying squads were Punyo Bamang, AE (PWD), Migo Basar AE (hydro power) and Toko Kamin DSO (sports ) for 16-Yachuli constituency, Tater Mize (DTO, Tourism), Hage Chatung, AE (hydro power) and Koj Horming ADO for 17 Ziro-Hapoli constituency and Tare Murtem (AE, PWD), Mugu Tele(HMO), and Gyati Taki (ASW) for 25 Raga (ST) constituency.

They would be submitting daily reports to the Lower Subansiri District SP for better surveillance and smooth conduct of the elections. The Deputy Commissioner cum DEO Krishna Mohan Uppu exhorted the flying squads officials for 24 hrs surveillance and immediate reporting of any suspicious activities. DIPRO

 

Non-completion of work alleged

ITANAGAR, Mar 07: The Pakke Valley Youth Welfare Association today claimed that PMGSY road at Pakke-Kessang Block, vide package no. AR-03/04/041 Pakke Kessang road no 028 is yet to be completed by the contractor.  The Association further claimed that despite 70 percent of amount has been withdrawn against the said project, the major portion of work is still pending.

In its complaint letter written to the Chief Secretary, the association also said that work executed by the said firm is poor in quality and totally violated PMGSY guidelines.  The major works such as black topping, soiling, metalling, culvert and retaining walls are yet to be completed, it added. It urged the department to set up an enquiry committee to unearth the facts. Meanwhile Executive Engineer of the concern department could not be contacted to ascertain the claims.

 

Pol parties urged not to deface public properties

YUPIA, Mar 07:  Papum Pare Deputy Commissioner cum DEO Tai Kaye today issued an order informing all the political parties and the contesting candidates and their agents in the ensuing parliamentary election 2014 that under model code of conduct of the elections that “No one can make use of any individual’s land, buildings, compound walls etc. without his/her permission for erecting flag, staff putting up banners, pasting notices or writing slogans etc”.

Under the provision of section 3 of the Arunachal Pradesh Prevention of Defacement of public property Act, 1997, defacement of any public property in public view by pasting pamphlets, posters or writing or making with ink, chalk and paints and any other materials is a punishable offence. All the concerned persons are also urged not to commit above offence.

It also stated that if any political parties or contesting candidates or their party members, supporters is/are found including in such activities; it will attract the Model Code of conduct of Elections in addition to the punitive provisions of the Arunachal Pradesh Prevention of Defacement of Public Property Act, 1977. BJP conducts media workshop

ITANAGAR, Mar 07: The Bharatiya Janata Party Arunachal Pradesh, Media Cell organized a State media workshop at Naharlagun today.  

In his inaugural address, state BJP president Tai Tagak called upon the Media Cell to articulate the uses of the social media to furthering the Party organizational in the state. He also cautions that the Media plays vital roles in shaping the modes of the public during the election and other social purposes.

The inaugural session was also addressed, among others by Gegong Apang, former Chief Minister, Kiren Rijiju, former Member of Lok Sabha, Techi Necha, Party Spokesperson, B.R. Wage  and Dominic Tadar, General Secretaries.  

 Addressing the workshop as resource person CEO of Eastern Sentinel Jarpum Gamlin said that Arunachal Pradesh is the land of highest user of internet among the Himalayan states of the Country. He outlined the negative and positive impacts of social media.

 

AEKSU says no payment to Seppa-Chayang Tajo road without verification

ITANAGAR, Mar 07: Claiming that ongoing Seppa-Chayang Tajo road project funded under North East Council and executed by Gammon India Ltd under PWD Seppa, is going slow pace of development and stagnation, All East Kameng Students Union (AEKSU) today urged the Superintendent Engineer Sagalee circle of PWD that no payment be made to contractor without physical and proper verification of the work. AEKSU also demanded a high level team of expertise involving representative from the district administration should be constituted for physical verification before recommending for LOC and payment.

AEKSU further claimed that as per the agreement, the contractor has to execute work with formation width 8.00 metere, carriage way 5.50 meters and granular sub-base course 150 mm thickness. However union said that contractor has completely violated the terms and conditions.

The district students union also said that enquiry on the matter should be made to ascertain why work is not done as per the laid down terms and condition of agreement. The union further alleged that quality work has been compromised by executing department and contractor.  AEKSU also sought Engineer Incharge of the project be removed.

 

Noted Assamese poet passes away

ITANAGAR, Mar 07: Noted Assamese poet Pratap Bora, who entered Guinness Book of World Records for his poems, passed away at his Jorhat residence in Assam around 1.15 am today. Brother-in-law of former chief minister Tomo Riba, Bora retired as registrar of Assam Agriculture University, said his sister Minati Riba, while on way to Jorhat. As deputy registrar of NERIST in absence of a registrar, he was instrumental in initiating the admission of first batch students.  People from all walks of life made a beeline to his residence to pay their last respect to the departed soul after the news broke.

Assembly dissolved in the greater interest of state, says Chief Secretary

ITANAGAR, Mar 07: Chief Secretary Ramesh Negi today informed that legislative assembly was dissolved only in the interest of state. While speaking to this daily, Negi stated that the state will save massive amount of money by holding assembly and parliament election together.

“Holding election has its own financial implications. Adding to it, we cannot afford to be under model code of conduct for next six month as it will directly stop developmental activities. If both Lokh Sabha and assembly election is held simultaneously, we can avoid this situation and concentrate in moving ahead,” said Negi.

CS further said that recommendation for holding of simultaneous election has been forwarded to election commission of India and it is upto them to fix date.

“Government is well prepared to hold both the election and we will abide by whatever decision ECI takes,” says Negi.

On being asked whether state is going through financial crisis, he said, “We have to understand that managing finance in a state like Arunachal is never easy. We always had some liability and we are trying to manage it. Here everything costs more due to geographical issue. High cost of item leads to cost escalation of projects and therefore it becomes tough to manage finance. However this has got nothing to do with dissolving of state assembly.” The CS also clarified that Chief Minister and his council of ministers will continue to function till new government is instilled. “Even though they cannot take political decision, the council of ministers will carry on to discharge their regular duties,” says CS.

 

 

Kidnapped CEO yet to be traced

CM, civil society plead for safe release of CEO

ITANAGAR, Mar 07: The kidnapped SE cum CEO of Arunachal Rural Research Development Agency, D Nyodu is yet to be traced after being kidnapped for more than 24 hours now. Nyodu was reportedly kidnapped at around 8pm yesterday from his official quarter situated at C-sector here.

Refusing to divulge any information in this regard, SDPO Itanagar Jummar Basar however expressed hope that the police team will make a breakthrough in the case soon.

Meanwhile, Chief Minister Nabam Tuki expressed grave concern over the reported abduction of Doli Nyodu, Chief Executive Officer, Arunachal Rural Research Development Agency (ARRDA) under RWD by unknown persons last evening. Early this morning, he convened a high level meeting of the Chief Secretary, Home Commissioner, DGP and other top ranking officials and took stock of the situation.

While condemning the reported kidnapping of the government official, the Chief Minister directed extensive search operation by the security forces. He said all out efforts would be put in with men and machinery including security inputs to trace the ‘missing’ official.

“The Government is committed to provide safety and security to the people and no stone will be left unturned to trace the official and materialize his safe release,” he said.

Meanwhile, the Chief Minister appealed the ‘abductors’ to safely release the official on humanitarian ground immediately.

“Nyodu is an honest officer dedicatedly serving the people. I appeal the abductors, whosoever they might be, to release him so that he can be back with his grief-stricken family on humanitarian ground,” the Chief Minister appealed.

Lok Sabha MP Takam Sanjoy has strongly condemned the reported kidnapping of Doli Nyodu.

“I condemn the incident in the strongest terms. Such dastardly act should not have happened in a peaceful state like ours. In a democratic set up like ours, any differences could be solved through dialogues. I would like to sincerely request the kidnappers to release Nyodu at the earliest,” Sanjoy requested. “Doli is one of the most efficient officers of our state.  I pray that the conscience prevail over the miscreants and the abled-senior officer is back to his family safely.”   Sanjoy also requests the police personnel to leave no stone unturned to solve the case.

Congress leader Techi Kaso described the abduction as unfortunate and appealed for immediate and safe release of the CEO.  ‘Kidnapping of an officer will not solve any problem. Matters can be sorted out across table,’ Kaso said in a statement, adding such activities would send a wrong message about the state. ‘Instead of causing more agony to the family members, Nyodu should be released hale and hearty at the earliest,’ Kaso added.

Meanwhile, several organizations of the state appealed for safe and early release of Nyodu.  Confederation of Service Associations of Arunachal Pradesh CoSAAP) in a letter to the chief secretary has appealed for safe trace of the kidnapped SE. It said, explore every possible effort to trace out the kidnapped officer.

Saying that during the month of March, all Govt. departments are under constant pressures from supply work seekers and sometimes employees are often harassed, it sought adequate security personnel in the Govt. departments throughout the state during the month of March.

Further urging the individuals/groups responsible for the kidnapping for early release of the officer on humanitarian ground without causing any harm, it asked all the organization to cooperate with state police and administration for immediate tracing out of the kidnapped engineer.

We pray the almighty for his safe return and CoSAAP is behind the aggrieved family members at this testing hour, it further added.

The Arunachal Pradesh Engineering Service Association (APESA) in its emergency meeting held today  strongly condemned the reported kidnapping incident. It urged upon the district administrations and police to unearth the mystery behind the incident and nab the culprit within 48 hours, failing which the association shall resort to democratic protest.

Further the Association fervently appeals to the abductor(s) to release the officer unconditionally in good health.

The shocking incident of abduction of Er. D. Nyodu by unknown miscreants has shattered the working atmosphere of various works department during the crucial financial year ending month, the Association said adding the incident has crippled the working zeal of engineering fraternity in particular and Govt. employees in general. Such type of dastardly act of miscreants needs to be condemned in all level and by all sections of the society, it added.

Er. D. Nyodu has been serving in the department efficiently and had a splendid professional track record who had contributed a lot for the development of the state, the association said.

Arunachal Unemployed Engineers’ Association (AUEA) in a release while saying that the DIG and SP must chalk out proper strategies to nab the culprits warned that if the kidnapped officer is not traced out immediately would resort to democratic movement.

All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) while urging for early arrest of the miscreants involved urged upon people not to bail out the miscreants if arrested till the main conspirator is arrested.

While condemning the act of kidnapping, the All Arunachal Pradesh Tribal Union (AAPTU) requested state government to  take bold steps for release of the officer within 48 hours and to handover the case to CBI for proper investigation.

Expressing shock over the incident, All Ato Paktu Ao Welfare Society also appealed to the state Govt and its machineries to trace out Er. Doli Nyodu immediately.

Meanwhile, Paktu Ao Youth Welfare Association (PAWYA)  and All Galo Students’ Union (AGSU) strongly condemned the kidnapping of senior officer. Both the organizations appealed  to the  state Govt to ensure safe release of  Nyodu and also appealed to the person involved in kidnapping case for  safe release of the officer on humanitarian ground.

Expressing shock over kidnapping of dedicated and sincere officer,  the  organizations said that the kidnapping incident that too from the heart of Capital shows the total failure of law  and  order in the state.

The Arunachal Civil Society (ACS) also expressed its concern over increasing law and order problem in the state, especially in the capital complex, and recent abduction of a govt servant, D Nyodu. Calling for immediate release of the CEO, the ACS condemned the incident in its strongest terms and urged the concerned authority to immediately nab the culprits and award exemplary punishment to those involved.

 

 

1st phase of election training for polling personnel held at Roing

ROING, Mar 07: With an effort to equip the polling personnel with latest poll guidelines, polling procedures and materials, 1st phase of training was imparted to the polling personnel at Multipurpose Community Hall here today.

While imparting training as a resource person, Sandeep Kumar Singh, Assistant Commissioner cum SDM, Roing asked the polling officers and officials present to strictly adhere to the model code of conduct as it is enforced with the announcement of polling date. He said that the ECI has zero tolerance when election is concerned and there is no room for excuse or negligence on the part of the Govt. employees in election duty.

While briefing about the duties of presiding and polling officers before the poll, on polling day and after poll and various do’s and don’ts regarding the EVM through power point presentation, he also explained about the NOTA, VVPAT (Video Presentation), Tender Votes, Challenged Votes and filling up of various forms during the polling day. He also informed that the conduct of mock poll before the beginning of actual poll is a must to ascertain that the EVMs are working properly but one should not forget to press the clear button of the control unit before it is sealed and before the beginning of actual poll.  

Demonstration on how to make the sitting arrangement of presiding and 3 polling officers in the polling booth were also conducted during the training.

During the training the role/function of Micro Obervers, Sector Officer/Zonal Magistrate were also briefed besides explaining about Postal Ballot Paper/EDC, Model Code of Conduct and adjournment of poll through power point presentation. Videos on sealing of EVMs were also presented during the training.  In the day long training programme, Tage Tado, PD (DRDA) and Mori Riba ,DFO (T) also participated as resource persons.   

Meanwhile, with the announcement of the Lok Sabha Election 2014 by the Election Commission of India, Deputy Commissioner cum District Election Officer of Lower Dibang Valley District Shiv Kumar issued series of election related orders considering it expedient and necessary for the general public as well as for the political parties for smooth, free and fair and peaceful conduct of the General Election 2014 in the district.

In order to maintain law and order, peace and tranquility during the election period effectively, the District Magistrate Shiv Kumar has directed all arms licence holders of 42nd Dambuk and 43rd Roing Assembly constituencies to deposit their arms along with the licence to the respective Police Stations of their areas in accordance with Sec. 21 of the Arms Act 1959. It further asked to deposit the arms within a period of 15 (fifteen) days from the date of issue of the order and the same shall be returned to the licence holders after two weeks from the date of declaration of results.

DEO also issued an order to all the political parties stating that no Govt buildings and Govt Walls shall be used for affixing of posters/pamphlets and hoardings. They shall also obtain prior permission/approval for use of speaker and holding any party meeting. Violation of these orders shall tantamount to violation of Model Code of Conduct, the orders further stated. Citing the instructions and restrictions of the ECI in regard to printing and publication of election pamphlets, posters, etc. governed by the provisions under Section 127A of the Representation of the People Act 1951, DEO Roing has issued one more order saying that no person shall print or publish, or cause to be printed or published, any election pamphlet or poster which does not bear on its face the names and addresses of the printer and publisher thereof.  DIPRO

 

 

Awareness workshop on importance of public library held

AALO, Mar 7: In its constant endeavor to generate awareness on the importance of public library and promote reading habit among the students, an awareness workshop on importance of public library was held at Gumin Kiin yesterday. The workshop was organized by District Library Aalo in collaboration with Public Library Itanagar.

Addressing the gathering Aalo DFO Nyali Ete said that the reading habit developed in the formative years alone enhances writing and communication skill to face the challenges of present day competitions. He exhorted the student community to go through treasure troves of books, anecdotes, magazines, journals available in the library that can fine tune the knowledge of children to imbibe all self confidence measures.

Speaking on the occasion, Aalo EAC Tumge Loya expressed his concern on the growing teenage problem and stressed on parental role to control and guide their children towards the right direction.  Administration and policing alone cannot check these growing problems unless cooperation and uniform thought pattern emerges from social framework.

In her key note address Lingam Ete, DLIO Itanagar dwelt at length on importance of public library and urged everyone to take part in the library movement in the district. Among others Duda Sora President ATA and Y Kena, DLIO Aalo  also spoke on the occasion.  DIPRO

 

 

WRD organizes village level training on aquifer management

PASIGHAT, Mar 07: Sponsored by Rajiv Gandhi National Training and Research Institute, Raipur, Chhattisgarh, the Water Resource Department (TW & GW) Pasighat organized two days training on Aquifer Management to upgrade the knowledge of the people of Pasighat and adjoining villages on Mar- 5  and 6 last. The training program was formally inaugurated by Kaling Dai, ZPC in presence of scientists RK Kalita and Dr. DJ Khound from (CGWB, SUO) Naharlagun and Executive Engineer Er. Hage Mobbing (TW & GW) at the Siang Guest House conference hall.

Speaking on the occasion, Kaling Dai said the use of groundwater has been unhindered East Siang mainly because of its wide spread availability. Groundwater plays a vital role in sustainability of life for human settlement and agriculture economy for which a reliable data for optimal groundwater is required to understand the total picture of groundwater condition of the district. The village community has traditionally been involved in managing water on self sustainable basis. Adequate knowledge about the extension aquifer, its water yielding capacity and quality and vulnerability could be planned, he said and further advised the participating villagers of Pasighat and adjoining villages to avail the optimum benefits of the training and to be worthy citizens in monitoring and management process to tackle the increasing demand for fresh water resources to the population explosion and agriculture and commercial growths.

Er. Mobbing (EE TW & GW) stressed on groundwater irrigation system. During open house discussion, Mobbing said good mapping and planning could easily mitigate water crisis and at the same time the farming community would be highly benefited by adopting developed high-tech groundwater irrigation systems. They could lead better lives producing multi seasonal crops, he claimed. While focusing on aquifer mapping he stated that it is a multidisciplinary scientific process wherein combinations of geological, hydro-geological, geophysical, hydrological and quality data are integrated to characterize the quantity, quality and movement of ground water in aquifers and manmade disturbance in catchments water bodies.

Geyong Tayeng, AE (TW &GW), Yupia through power-point presentation stated that rain water harvesting defines collection of rain water, which flows away in the form of excessive runoff, at suitable places and preserves it for future use at the time of need or allow it to recharge to augment the ground water reservoir. The excessive runoff is arrested by construction of different rainwater harvesting structures at suitable places. It can be further used to provide drinking water, water for livestock, water for irrigation, as well as other typical uses. Rainwater harvested at ground surface or from the roofs of houses is one of the solutions to conserving precious water which make an important contribution to the availability of drinking water.

Technical sessions were imparted by R K Kalita and Dr. D J Khound- presenting lecturers and slideshows as resource persons.  They are the scientists of Central Ground Water Board (CGWB), Ministry of Water Resources (GoI) and responsible to provide scientific inputs for management, exploration, monitoring, and assessment of India’s ground water resources.  DIPRO

 

 

BJP opposes simultaneous elections in state

ITANAGAR, Mar 6: The Bharatiya Janat Party, Arunachal Pradesh today opposed the state Govt’s recommendation for the  simultaneous elections of Assembly and Lok Sabha in the state and  termed it unconstitutional and against the spirit of  the  democratic norms, the party said.

The term of the State Assembly will expire on 4.11.2014.

In a letter to the Chief Election Commissioner, the BJP state unit said “As per the provisions of the Representation of the People Act, 1951 Section 15 the elections can not be notified at any time earlier than six months prior to the date on which the duration of that Assembly would expire”.

Pointing out the communication bottleneck of the state due to geographical condition, the BJP said “the people of Arunachal and political parties other than the party in power will be denied of minimum time of participation in the election in a free and fair manner under such given circumstances.

It also feared that the party in power is likely to rig and hijack the entire election process thereby depriving the right to adult franchise as enshrined in the Constitution.

Further, any possible shift of “voting date” may not be feasible for the climatic and weather conditions of the state, the BJP said.

BJP further said that there’s no constitutional crisis in the state at present adding that justification to save Rs 70 Crore election expenditure is a mere eye-wash since financial implications cannot be the criteria, it is a pretext to sabotage the entire election process in a democracy.

“The fact that the entire cabinet and Govt machineries were engaged and clear the procedural exercises recommending simultaneous polls on late Thursday night shows the ulterior motive of the ruling party’s attempt to sabotage the democratic process at their whims,” the party alleged. It urged the ECI for judicious intervention in the matter and  insisted that the Assembly election is held on time as per schedule.

 

 

EC may hold Arunachal assembly poll along with LS

New Delhi, Mar 07: The Election Commission is likely to hold assembly elections inArunachal Pradesh along with the Lok Sabha polls after the state assembly was dissolved yesterday.

Sources said the Commission is learnt to have decided to hold the assembly polls in Arunachal Pradesh to elect its 60- member House on the recommendation of the state Governor.

The three Election Commissioners met today to discuss the issue and dates for the assembly polls in the state are being worked out.

Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma yesterday announced the dissolution of the assembly after accepting the recommendation of the state cabinet which demanded holding of state elections along with Lok Sabha polls next month.

Lok Sabha elections for the two seats in Arunachal Pradesh will be held on April 9 and EC is deciding whether to hold the assembly polls on the same or different dates.

The tenure of the 60-member Arunachal Pradesh Assembly ends on November 4 this year.

Sources said the Election Commission is also likely to change the poll dates in Goa in view of demands for the same from the state. As per the election schedule, the poll for two Lok Sabha seats in Goa is to be held on April 17, which coincides with a holy day observed by the Catholic community.

Some Goa parties have already written to the EC demanding change in dates for LS polls, saying April 17 is Maundy Thursday, a Holy day before Good Friday, a religious festival for Catholics. PTI

 

 

AAPSU & GSU call for immediate & safe release of Nyodu

ITANAGAR, Mar 07: All Arunachal Pradesh Students’ Union (AAPSU) and Galo Students’ Union (GSU) strongly condemned the kidnapping of Er. Doli Nyodu, Chief Executive Officer, RWD from outside his residence yesterday.

AAPSU and GSU in a joint release demanded immediate release of the abducted engineer. While urging the state caretaker government to put all out effort for safe return of D Nyodu, AAPSU demanded that the abducted engineer be released within 48 hours safely. It threatened to resort to bandh calls in collaboration with GSU  if the Govt fails to fulfill its demand.

 Stating that the incident has depicted total failure of the Nabam Tuki-led caretaker government to protect the life and property and its citizen of the state, both the unions appeal all the civilian of the state to help the police department for immediate release of abducted engineer.

Meanwhile, AAPSU   has urged its  District Students’ Union and Branch Students’ Union to launch operation in their respective district to find any clue and help the police department to trace out Er. Nyodu.

 

 

Shaving the hills clean: Inviting catastrophe?

The food habits of the tribal people of Arunachal Pradesh have changed but strangely their practice of the annual agriculture cycle has not changed. In my district Tirap millet and kochu were once staple diets but today, they are no longer savoured as main food. But ironically, they are still cultivated in large scale. The archaic and utopian agriculture cycle they follow is the same even today. They first slash the jungles in their jhumland, burn them and sow the seeds they no longer treat as their staple diet. I believe the practice is the same in most of the places in our state. Since the topography consists of hilly terrains in most parts of Arunachal Pradesh, the people have no other choice but to practice jhum cultivation. Only in a few pockets of the state the permanent wet rice cultivation is practiced. Wherever I travel in our state especially during January and February, it pains me to see dark smokes billowing from the hills, mountains and valleys signaling the wanton destruction of our virgin forest. We must admit that jhum or shifting cultivation is by far the most destructive and unproductive practice. The labour is enormous but the yield from the jhumland is very meager not enough to sustain even for some months. Lesser said about the tremendous damage caused to the environment and the fragile ecology of the state. In Longding district where the villages are huge,  the villagers clear the whole hills or mountains every year for jhum cultivation. Little wonder then the hitherto lush green hills and mountains appear bald and ugly bereft of any plants. The after effect of such  a wanton destruction is apparent with acute scarcity of water, permanently destroying the soil fertility and shortfall in rain.

Now, the pertinent question is, what are the concerned departments doing? Where is the missing link? Are there no sufficient funds to introduce viable alternatives to the destructive and unproductive jhum cultivation? Why have the departments failed to change the static and stereotyped mindset of the people?  Why have they failed to motivate the farmers? Why they have not been able to transfer the modern technology to the villagers who are stuck up with the obsolete methodology of tilling their fields. There are Krishi Vigyan Kendras in many places of our state manned by very competent and qualified scientists. But have the villagers actually benefited from these Kendras? In every meeting and conference I hear all the people who matter shouting at the top of their voices saying that agriculture and horticulture are the future of our state. They tell the gullible people that only agriculture and horticulture are the answers for lifting the economy of the people. But paradoxically, nothing is happening on the ground. People are still destroying the forest with disdain and the laws if any are being defied with impunity. I remember that in the 70s the NEFA administration introduced terrace cultivation wherein both the villagers and the officials made good money. But the real purpose was not served. After the terraces were dug, the officials did not guide the farmers properly. The villagers started sowing millet seeds on the terraces instead of planting paddy as a result the millet got spoiled as it does not grow in a place where there is stagnation of water. Soon the villagers started refilling the terraces and things came back to square one. Imagine, had  the officials guided the farmers correctly at that time, terrace cultivation should have been the most preferred practice of cultivation in Tirap. In Nagaland it’s a great success. If the government is indeed serious about improving the economy of the state then it must allocate more funds for agriculture and horticulture. Mere lip service will not help. These two vital departments need more funds than PWD, RWD, PHED, WRD, POWER and other work departments if the government is indeed serious about bringing about a complete overhaul vis-a-vis agriculture practice of the state. We can walk on foot, we can live without power but can we survive without food? The time has indeed come to accord top priority to agriculture and horticulture in the supreme interest of the state. The two departments will also have to work doubly hard to first change the mindset of the people and to introduce new and innovative practice of cultivation especially, in the places where jhum cultivation is rampant.  The funds sanctioned for improvement of the agriculture practices must be utilized judiciously. The departments of agriculture and horticulture have the onerous onus of augmenting the income of the people. They need to think out of the box and introduce cash crops. As of now, people are totally dependent on PDS which is a shame. Arunachal Pradesh boasts of so much arable lands where any crops would grow but the people are shamelessly dependent on Assam for almost every commodity.

Arunachal Pradesh was once known as the greenest state with maximum forest cover and rich bio-diversity. But today, the state is a pale shadow of her former self. Discriminate and wanton destruction of forest is going on unabated. People are not sparing even the trees planted by the forest department. Banderdewa and Bhalukpong are the glaring examples. The Arunachalee tribals have this nasty habit of testing the sharpness of their daos by cutting down a standing tree. The blanket ban imposed by the Hon’ble Supreme Court on felling of trees and timber industries has not helped at all. In spite of the ban, people are merrily engaged in hand sawing. Some people are even illegally using machines to fell trees and for sawing timbers. All the valuable trees are being destroyed right under the nose of the forest officials.  The forest department has miserably failed to protect not only the forest but the precious wildlife too. May be the department is short of manpower and other logistic support. But these cannot be an excuse. The forest and the wildlife must be saved from the unscrupulous people. The law if any must be applied in letter and spirit without any bias or favour. If the destruction of our forests goes on at this present rate then the day is not far when disaster of unfathomable proportion will strike our state leaving a trail of colossal destruction. Then our realization would be too late. The intelligentsia, academicians, NGOs, Scientists and right thinking people must pitch in their invaluable services to evolve new and innovative methodologies to replace the most destructive, unproductive and environmentally disastrous Jhum cultivation. Big gamble by ruling Congress

In a decision which surprised everyone, state cabinet chaired by Chief Minister Nabam Tuki yesterday recommended dissolution of the Assembly demanding holding of state election together with Lok Sabha polls. Based on the cabinet recommendation, Arunachal Pradesh Assembly was last night dissolved by Governor Lt Gen (Retd) Nirbhay Sharma. This event comes as big surprise because just few days ago only, Tuki dropped three sitting cabinet minister and inducted new faces to replace them.

Chief Minister Nabam Tuki has taken biggest gamble of his political career by going for early election. If Congress manages to come back with stronger mandate, it will tighten his grip over party. However, if Congress loses and opposition parties forms next government, Congress party will suffer severe setback in Arunachal which is considered to be their bastion. The sudden decision of dissolving assembly has caught opposition parties off guard. Principal opposition BJP today wrote to election commission, opposing the holding of two elections at one go. It will be interesting to see whether election commission of India accepts recommendation of state cabinet and hold assembly election simultaneously with Lokh Sabha.

The Mysterious Thief  

Dear Editor,

Through your esteemed daily, I would like to aware people about careless service of postal service. My sister who was in south India tour with her college authorities had bought pearls, ear rings, clothes etc. for family members and happened to parcel it through most trusted postal service, “THE INDIAN POSTAL SERVICE”. It takes nearly a month for parcel weighing 4-5 kg only to reach from Solan, Himachal Pradesh to Itanagar, Arunachal Pradesh. Whenever I visit post office to ask about delay, they says parcel is on the way. And finally when we got it, we opened the parcel expecting to see gift she sent but we could not find anything except lone clothes. I informed her about it and she asked me whether the thread she used was the same one or not but obviously it was replaced by white one which was black earlier. So, I asked her to make an inquiry at Solan post office but the officials said “We cannot help you with this; it was stolen on the way”. Now I question, whom to blame? Is it the officials, the serviceman or the delivery guy? Therefore, I advise everyone to take precaution while sending parcel through such service.

Undemocratic to dissolve assembly

Dear Editor,

Dissolving Assembly so early is murder of democracy. The government adopted “undemocratic” norms in dissolving assembly by undermining the will of the people of Arunachal Pradesh. The way assembly was dissolved showed how democracy could be killed in a broad day light. The holding of assembly election so early before schedule date and seven months ahead is undemocratic.

The cabinet decision to dissolve assembly and holding assembly election simultaneously with the Lok Sabha polls was designed to prevent the upcoming generations from contesting very important election of the state and to regain their cabinet berth at any cost. This is not less than dictatorial government. This is absolute corruption. In this way the entire corrupt politician would regain their constituencies and the whole generations of youth would go in a big black hole. Now is the time to fight and change our system, where everyone will enjoy equal rights. It’s now or never to save our society from these evil forces.
